How do we know that the fearless stage is connected to the Kat/Emmett DLC pack and therefor... Free?

I think the IGN article said that Fearless would be sold seperately. It's not part of the pack.
They did mentioned in this blog that the stage will be available to purchase in February.
So, its safe assume that it's not free and not part of the Overtime pack.
